The call you cannot answer
A payer asks you to substantiate eleven visits from March. Or a client's daughter calls on a Thursday afternoon asking whether anyone actually came on Tuesday, because her mother says nobody did.
You open the folder. There is a timesheet with a signature on it, filled in at the end of the week from memory. It says someone was there from 9 to 11. It does not say where they were, and it was written four days after the fact by the person whose pay depends on the answer.
That is not evidence. It is a recollection, and everybody in the conversation knows it.
What happens at the door

One tap on the visit they are starting. No form, no client lookup, no menu.

The app asks the phone where it is
High accuracy location, up to 20 seconds. If the phone answers quickly, the caregiver never notices the wait.

Distance is measured against the client's address
Inside your geofence radius with good accuracy, the visit is verified and nobody has to do anything.

Anything doubtful is recorded and flagged
Outside the radius, poor accuracy, or no location at all: the check-in still happens. The caregiver gives a short reason and the office sees it in the exception queue.

The record is written before it is sent
It goes to the phone's own storage first, then syncs. Losing signal cannot lose the visit.
Why we never block a check-in
Some EVV apps refuse the check-in when GPS fails. The thinking is that a bad record is worse than no record. In a home care agency that logic collapses immediately.
Think about what actually happens. The caregiver is standing in a client's hallway. The app will not let her check in. She has a person to get out of bed, so she does the work anyway, because she is not going to leave. The visit happens. Two hours of care are delivered.
Now you have a visit with no record at all. It cannot be billed, it cannot be proven, and the caregiver has learned that the app gets in the way.
A flagged record you review on Monday is worth far more than a missing one. So the rule is absolute: record everything, flag what is doubtful, and let a human resolve it afterwards. An app that refuses a check-in teaches caregivers to stop using it within a week, and after that you have neither the record nor the adoption.
The details that decide whether it holds up
Device time is the time that counts
A visit recorded offline stores both the moment it happened on the phone and the moment our server received it. The device timestamp is the visit time. A caregiver who works a basement apartment with no signal does not end up with a visit stamped three hours late.
Corrections never overwrite
When the office corrects a time, the change requires a written reason and both the original and the correction stay visible. An audit trail that quietly replaces the first entry is not an audit trail.
The geofence radius is yours to set
A house on a half-acre lot and a twelfth-floor apartment need different tolerances. Set the radius to match the reality of your clients rather than fighting a number somebody else chose.
Duplicate visits cannot be created by a flaky connection
Each visit action carries an identifier generated on the phone. If a sync retries, the server recognizes the record it already has. Nobody gets paid twice because a caregiver walked in and out of coverage.
What this does not do
- It does not submit Medicaid claims. We are not an EVV aggregator and we are not your state's designated system. If you bill Medicaid, you keep using the state portal for claims and run CareVerify alongside it.
- It does not prove the quality of the care. It proves someone was at the right place at the right time for the right duration. What happened inside the visit is what your care plan and your supervision are for.
- It does not track caregivers between visits. Location is captured at check-in and check-out. The product could not tell you where someone went at lunchtime, by design.
