CareVerify vs HHAeXchange
The straight answer
If your state or payer gives you HHAeXchange, use it. It is free, it satisfies the EVV requirement on its own, and it submits your Medicaid claims. We do none of those things. CareVerify is a second system some agencies add for the work the sponsored portal is not scoped to cover: private pay visits, several payers in one place, and payroll hours. If that is not your situation, you do not need us.

What HHAeXchange does well
Stated plainly and without hedging, because these are real advantages and pretending otherwise would make everything else on this page less believable.
It is free, genuinely
Where a state or a managed care plan sponsors it, the provider portal costs you nothing. Not a trial, not a limited tier. The sponsoring payer pays for it so that providers have no reason not to comply.
It is the designated system in several states
In states and plans where HHAeXchange is the aggregator, your visit data is already where it needs to be. There is no integration to build, no interface to test, and nothing that can silently stop transmitting.
It connects to the payer in both directions
Member demographics, authorizations and care plans arrive electronically from the payer. Claims go back with pre-billing scrubbing to catch problems before they become denials. That two-way link is the core of the product and it is not something a third-party tool can replicate.
It satisfies the requirement
On its own, with nothing else bought or added. Any vendor suggesting you need to buy software on top of a sponsored HHAeXchange portal to be compliant is not telling you the truth.
The free portal includes more than people expect
Scheduling, a mobile app for iOS and Android available in more than twenty languages, and free telephony for clients without a smartphone. The multilingual app in particular is something we do not match today, and for an agency with a largely Spanish-speaking workforce that is a serious point in its favor.
Where the sponsored portal's scope ends
This is not a list of faults. It is a description of what the product is designed to do, and what it is therefore not designed to do. A payer sponsors the portal so that the payer's visits are verified and the payer's claims are clean. Judged against that purpose it works.
Your agency, though, is not organized around one payer. That mismatch shows up in four places.
Private pay visits are outside it
A portal sponsored by a Medicaid payer covers that payer's clients. A private pay client is not in it, so those visits, hours and schedules live somewhere else. For agencies running a real mix, that somewhere else is usually a spreadsheet.
Several payers can mean several portals
Where care is delivered through managed care, each sponsoring plan has its own arrangement. An agency contracted with three plans can be working across three portals plus whatever holds the private pay work, with no single view of next Tuesday.
Payroll sits in the paid product
Billing, payroll and accounts receivable are part of HHAeXchange Enterprise, the paid subscription that sits on top of the sponsored portal. On the free portal alone, turning verified visits into hours for payroll remains a manual step, and it only covers that payer's visits anyway.
Some conveniences are Enterprise features
Push reminders to caregivers before a shift, shift broadcasting and operational worklists are described as Enterprise functionality. If you are on the free portal, you are not getting those, and it is worth knowing that when you compare feature lists that do not distinguish between the two.
One thing we will not do on this page is repeat second-hand complaints about how the portal performs day to day. We have not measured it, and telling you what other agencies supposedly think would be exactly the kind of unsupported claim this page exists to avoid. Test it yourself, particularly what the app does in a home with no signal, and trust what you find over what any vendor tells you.
What CareVerify adds, and what it does not replace
Start with what it does not replace, because it matters more.
We do not submit Medicaid claims. We are not an EVV aggregator. We are not the designated system in any state. We do not receive authorizations from your payer. If you stop using your state's system and use only CareVerify, your claims will not be verified and you will have a serious problem.
In an open vendor state the two run side by side. The portal stays where compliance and claims live. What we cover is the operational layer around it:
- One schedule and one visit record across every client, whoever pays for them
- An app built so a check-in is never blocked, including when GPS fails or there is no signal at all
- Caregivers seeing their own running verified hours, which is what makes them use it
- A payroll export covering all visit types, with unresolved visits surfaced before you export rather than dropped
- A morning exception queue that only shows the visits needing a decision
Which situation are you in?
Use the free portal alone if
- Nearly every visit you run is billed to the payer that sponsors your portal
- You have a handful of caregivers and can hold the week in your head
- Your caregivers are managing with the app and nobody is complaining
- Payroll takes you under an hour
- Your workforce needs the app in a language we do not support
This is a genuinely good outcome. Do not let anyone talk you out of it.

- Your state runs a closed model that mandates one system, and you have not confirmed with your state agency that running something alongside it is acceptable

Questions
Is HHAeXchange really free?
Yes, where a state or payer sponsors it. In those arrangements the provider portal, EVV, the mobile app and telephony are provided to you at no cost. HHAeXchange also sells a paid Enterprise product that adds billing, payroll and other features on top, but the sponsored portal itself is genuinely free and it satisfies the EVV requirement on its own.
Do I have to choose between them?
No. In an open vendor state the two run alongside each other. HHAeXchange remains where your payer-billed visits are verified and claimed. CareVerify covers the operational layer, including visits the portal never sees. Agencies that use both are not duplicating compliance, they are covering different scopes.
Does CareVerify submit my Medicaid claims?
No. We are not an EVV aggregator, we are not any state's designated system, and we do not submit claims. If you bill Medicaid you keep doing that through your state's system. Any vendor telling you otherwise is describing a different product than ours.
Will using CareVerify put my compliance at risk?
It should not, because it does not replace anything your payer requires. Your verified visits still reach your state through the system your state designates. That said, if you are in a closed model state where a specific system is mandated, ask your state agency before adding anything, and confirm what integration is expected.
What if I only have Medicaid clients?
Then the case for a second system is weaker and you should read the decision guide above carefully. If every visit you run is billed to one payer whose portal you already have, and your caregivers and your payroll process are working, the free portal alone is a reasonable place to stop.
